Richard Parker, Chief Operating Officer (COO)
As Chief Operating Officer (COO), at Tech-Marine Business, Inc. (TMB), Richard Parker leverages over 25 years of experience in Government contracting, program management, and financial leadership to guide TMB contract execution efforts. Prior to his promotion to this role on 1 January 2026, he served in numerous leadership roles including as Chief People and Customer Success Officer, Division General Manager (DGM), and Vice President. As COO he is also responsible for overseeing TMB’s human capital, facilities and IT management efforts to ensure effective operations across the team. He also serves as a member of the TMB Investment Committee, shaping critical corporate financial decisions and ensuring alignment with growth objectives.
As a DGM at TMB, he spearheaded multimillion-dollar contracts, delivering senior-level acquisition, program, earned value, and business/financial management expertise to the Naval Sea Systems Command (NAVSEA) and Office of Naval Research (ONR) while supporting TMB’s Corporate Development through proposal capture management.
Mr. Parker joined TMB in 2009 as a Program Manager, has held a variety of positions including Director of Contracts and Vice President of TMB’s Management Services Division, and led several support efforts of TMB’s major NAVSEA customers, including PMS377, PEO IWS 2.0 and PMS415.
Mr. Parker’s diverse background includes experience in Program and Project Management, Contracts and Financial Management and Planning.
Prior to joining TMB, Mr. Parker held leadership positions at BAE Systems, BBN Technologies, Alion Science and Technology, Nortel Government Solutions and PEC Solutions.
Mr. Parker holds an MBA from Loyola University in Maryland and a Bachelor’s Degree in Economics/Finance from the University of Maryland Baltimore County.
