Richard Parker, Chief People and Customer Success Officer
As Chief People and Customer Success Officer, at Tech-Marine Business, Inc. (TMB), Richard Parker leverages over 20 years of experience in Government contracting, program management, and financial leadership to guide TMB. In this role, he spearheads multimillion-dollar contracts, delivering senior-level program, earned value, and business/financial management expertise to the Naval Sea Systems Command (NAVSEA) and Office of Naval Research (ONR) while supporting TMB’s Corporate Development through proposal capture management. He also serves as a member of the TMB Investment Committee, shaping critical corporate financial decisions and ensuring alignment with growth objectives.
Mr. Parker joined TMB in 2009 as a Program Manager, has held a variety of positions including Director of Contracts and Vice President of TMB’s Management Services Division, and led several support efforts of TMB’s major NAVSEA customers, including PMS377, PEO IWS 2.0 and PMS415.
Mr. Parker’s diverse background includes experience in Program and Project Management, Contracts and Financial Management and Planning.
Prior to joining TMB, Mr. Parker held leadership positions at BAE Systems, BBN Technologies, Alion Science and Technology, Nortel Government Solutions and PEC Solutions.
Mr. Parker holds an MBA from Loyola University in Maryland and a Bachelor’s Degree in Economics/Finance from the University of Maryland Baltimore County.
