Cathy Powell, Contracts Director
Cathy Powell is the Contracts Director at Tech-Marine Business, Inc. (TMB). She has over 30 years of business administration and financial experience including 20 years of direct Government contracting and management experience. Her experience includes management of large complex Prime Contracts, proposal development, business administration and accounting for both small and large corporate entities.
Ms. Powell began work at TMB as a Contracts Administrator in 2003 and transitioned to the Contracts Director role in 2008. In this role she is responsible for cradle to grave management of all contracts held by TMB including both Prime and Subcontracts. She supervises the contract department personnel who process all incoming and outgoing contract documents. She approves and executes all Contracts, Task Orders and Modifications. She also manages preparation and issuance all contract documents for the company’s subcontractors including Requests for Quotes, Non-Disclosure Agreements, Teaming Agreements, Subcontract Agreements, Task Orders and Modifications. She negotiates all contract terms and conditions between TMB and Prime and Subcontractors. She corresponds with Senior Management on a weekly basis to review funding and budget issues and ensures that each contract is being performed to the guidelines of the Prime contract requirements including adherence to all Federal Acquisition Regulation (FAR) guidelines as well as to all Subcontract requirements. Ms. Powell is responsible for the cost/pricing portion of all proposals including responses to Government Solicitations as well as Requests for Quotes (RFQ’s) from Prime Contractors. She ensures compliance with all Government reporting requirements. Ms. Powell also serves as the company’s OCI officer to ensure OCI compliance and mitigation. Ms. Powell was part of the team that led the company to obtain a Defense Contract Management Agency (DCMA) approved purchasing system and continues to manage and maintain the purchasing policy per DCMA guidelines. She was also an integral part of the successful implementation of the company’s current Accounting and Billing system, UNANET.
Prior to her work at TMB, Ms. Powell worked for Resource Consultants, Inc. as a Lead Analyst and was responsible for contract budget preparation and reporting for company’s various Omnibus contracts. She also prepared pricing for the Company’s delivery orders and maintained tracking of the company’s business development efforts.
Ms. Powell holds a Bachelor of Arts degree in Business Administration with a concentration in accounting from Gettysburg College. She is also a member of the National Contract Management Agency (NCMA) and attends regular seminars for continuing education.
