Self-Reporting – What You Need to Know

By law, individuals with security clearances are obligated to self-report any life events or incidents that might affect their security clearance eligibility.

What to Report

  • Changes in Personal Status: Any changes to your marital status, cohabitation status (this doesn’t include non-romantic roommates), and any name changes.
  • Foreign Travel: This includes ALL trips and vacations outside of the U.S. that are not for official government business, even day trips to Mexico and Canada. A security briefing is required before any foreign travel and a debriefing is required after foreign travel.
  • Foreign Contact: Close, ongoing relationships with individuals of any foreign nationality, whether related to your official duties or not.
  • Loss or Compromise of Information: Inadvertent or accidental loss or compromise of classified or other sensitive information. The first priority is to regain control of the classified material.
  • Financial Problems: Filing for bankruptcy, garnishment of wages, having a lien placed on your property for failing to pay a creditor, eviction from a residence for failure to pay rent, or inability to meet your financial obligations.
  • Arrests: Any arrest, whether charges were filed or not, any legal system involvement like being sued, or any situation where you were sworn under oath.
  • Psychological and Emotional Health: Reportable mental health issues include findings of mental incompetence, court-ordered care, in-patient care, and certain diagnoses that may impair judgment or reliability. Though most with mental health conditions pose no security risk, such conditions can affect security clearance eligibility. Treatment and counseling alone don’t revoke clearance; seeking care can positively impact eligibility and continuous evaluation.
  • Substance Abuse Counseling: Use TMB’s Employee Assistance Program (EAP) or other available services. Self-initiated counseling does not need to be reported unless recommended for work-related issues. Seeking assistance is considered a proactive approach to problem-solving and does not impact judgment.

DCSA released guidance on the submission of adverse information and the reporting requirements of SEAD 3, “Reporting Requirements for Personnel with Access to Classified Information or Who Hold a Sensitive Position.” The guidance can be found at https://www.dcsa.mil/Portals/91/Documents/CTP/tools/ISL2021-02_SEAD-3.pdf.

Cyber Awareness

Bad actors are looking for opportunities to commit cybercrime with fake websites and malicious links in phishing emails. It is important that everyone remain vigilant and increase their cyber security practices. According to the National Institute for Standards and Technology, 2021 was a record year for cyber vulnerabilities. You can protect yourself and avoid becoming a victim of cybercrime by doing the following:

  • Implement multi-factor authentication on your accounts and it is 99% less likely you’ll get hacked.
  • Update your software; turn on automatic updates.
  • Think before you click on any links in emails – successful cyber-attacks start with phishing emails.
  • Use strong passwords; DCSA recommends using a password manager to generate and store unique passwords.
  • Don’t click on any suspicious links or attachments in emails, on websites, or on social media.
  • Use secure Wi-Fi such as a virtual private network (VPN) or your phone as a hotspot.
  • Regularly review your online financial accounts and ensure all transactions are purchases you made.

Security Awareness – Summer 2021


Foreign Travel

Since many travel locations are starting to resume normal activities, more and more people are planning to take vacations. Please remember that if you are planning to travel outside the U.S., you are required to complete TMB’s Traveling Abroad Brief and submit a Traveling Abroad Form to security@tmbhq.com. The purpose is to increase awareness and personal safety while traveling internationally, to increase awareness of potential targeting by foreign intelligence, provide information on current travel warnings and alerts, and to provide you with information about where to seek assistance while traveling abroad.

The Traveling Abroad Brief and form can be found in ADP WFN by going to Resources > Company Information > Tools/References. They are located in the Facilities, HR & Security section. Once the security team receives your form, we will provide you with a link to the Department of State with any travel warnings and information about assistance while traveling abroad. When you return from travel, we will need to debrief you and report your foreign travel in DISS; we will contact you directly to schedule a meeting. Security Awareness – Spring 2021


Self-Reporting is Required for a Security Change or Concern

Employees who occupy national security positions and have access to classified information are expected to self-report changes or incidents that may impact their clearances. Even if you do not have a clearance, TMB still requires that you report to your FSO certain changes and information about yourself. Your cooperation in doing so is an important part of the “continuing evaluation” process.

Listed below are some incidents and life events where self-reporting is expected:

  • Change in Personal Status – changes in marital status, cohabitation (living in a spouse-like relationship), change of name and change of address must be reported. Special requirements may apply if an intended spouse or partner is a foreign national.
  • Foreign Travel – whether you are traveling for business or pleasure, foreign travel plans must be reported to TMB security in advance of your travel. Pre-travel and post-travel briefings are required and must be reported in DISS.
  • Foreign Contacts – contact with individuals of any foreign nationality must be reported if illegal or unauthorized access is sought to classified or otherwise sensitive information, personal concern that you are the target of actual or attempted exploitation, all close and continuing relationships with foreign contacts.
  • Loss or Compromise of Information – inadvertent or accidental loss or compromise of classified or other sensitive information; the first priority in this situation would be to regain control of the classified material.
  • Financial Problems – filing for bankruptcy, garnishment of wages, having a lien placed on your property for failure to pay a creditor, eviction from a residence for failure to pay rent, or inability to meet your financial obligations.
  • Arrests – if you are arrested for any reason, this must be reported regardless of whether or not you were convicted, or charges were dropped for lack of evidence. Minor traffic violations are the only exception to this reporting requirement. Other involvement with the legal system (such as being sued), any circumstance where you were sworn under oath must be reported.
  • Psychological or Substance Abuse Counseling – when counseling is needed, you are encouraged to seek assistance from a counseling service. If you sought counseling on your own initiative, it does not need to be reported. Counseling must be reported if you were advised to seek counseling owing to your work performance or other undesirable behavior.
  • Outside Activities – Any planned or actual outside employment or volunteer activity that could create a real or apparent conflict with one’s responsibility to protect classified information must be reported to TMB security.
  • Media Contacts – Any media inquiries about your job or organization should be reported. Ongoing personal contacts with media representatives who cover your organization, or your subject area specialty should be cleared with security.
  • Pre-Publication Review – Any technical paper, book, magazine article, or newspaper article that you prepare for publication or for posting on the Internet, or lecture or speech that you prepare to give, must be cleared in advance if it contains information or knowledge you gained during your current or any previous classified job.

Controlled Unclassified Information: CDSE Develops CUI Training for all DoD Employees

Center for Development of Security Excellence Controlled Unclassified Information (CUI) has been a part of our security lexicon for years. Its reach is expansive because it affects federal, state, local, and civilian entities. But what is it exactly? How should it be handled? What are the marking, release, and disclosure requirements?

CUI is not classified information. It is government created or owned information that requires safeguarding or dissemination controls. The CUI Program is a Department of Defense (DoD) program that standardizes how the executive branch manages unclassified information that requires safeguarding or dissemination controls required by law, federal regulation, and government-wide policy. The CUI Program replaces existing agency programs like For Official Use Only (FOUO), Sensitive But Unclassified (SBU), and others. DoD personnel at all levels of responsibility and across all mission areas receive, handle, create, and disseminate CUI.

Before the CUI Program, each executive agency (Defense Department, State Department, etc.) would establish a marking system unique to its respective environment. The CUI Program addresses this confusing landscape, which included more than 100 agencyspecific policies that led to inconsistent marking and safeguarding, as well as restrictive dissemination policies. The Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) CUI Program establishes an executive branch-wide policy to develop a uniform system to promote sharing, protect CUI, and prevent the loss of controlled technical information.

The key changes are:

  1.  There is now one CUI marking system and one cover sheet versus different sets for each executive agency.
  2. There are defined, secure configuration standards for federal and non-federal computer systems to share CUI.
  3. All CUI must include a category and the origin of the information.

DCSA, through its training element, the Center for Development of Security Excellence (CDSE), developed mandatory training to explain CUI, in concert with the OUSD(I&S) and in accordance with DoD Instruction 5200.48, Controlled Unclassified Information. CDSE launched the training on October 16, on the DoD CUI Program website, which contains resources, policy documents, desktop aids, and more.

All DoD civilian, military personnel, and contractors are required to complete this mandatory CUI training by March 2021 and complete annual refresher training thereafter. Additionally, per DoDI 5200.48, Section 2.9, agencies are required to integrate training on safeguarding and handling CUI into updates of initial and annual cybersecurity awareness training.

EXAMPLES OF WHAT MAY QUALIFY AS CUI:

  • Defense Critical Infrastructure Information (DCRIT)
  • Export controlled information
  • Information related to sensitive international agreements
  • Law enforcement information
  • Legal privilege
  • Pre-decisional budget or policy information
  • Privacy Act information
  • Naval Nuclear Propulsion Information (NNPI)

Telework Security Basics

There are some simple things you can do to improve your security while teleworking:

  • Follow TMB’s policies and procedures for telework. These can be found on the Resources > Company Policies page in ADP.
  • Protect your computer communications by ensuring your Wi-Fi network is set up securely. Specifically look to see if it is using “WPA” or WPA2” (the current common standard) or at least WEP security encryption and make sure your password is hard to guess.
  • Keep your computer and mobile devices patched and updated.
  • If you see any unusual or suspicious activity on your computer or mobile device, contact TMB’s Security team or IT Help Desk.

Be on the lookout for social engineering attempts such as phishing emails or phone scams; scammers and criminals use every major event to come up with new schemes and with everyone teleworking, attackers will try to take advantage of this changing environment. If you get emails from unknown accounts with strange file attachments, if people call claiming to be technical staff asking for your passwords or telling you to go to a website to “scan” your computer, or if you receive any unusual web meeting requests – please ask questions and verify things by phone or other means before proceeding.

Recently, there have been several events reported to DCSA from companies whose employees fell victim to a spoofed email (unknown cyber actor pretending to be CEO, COO, or another employee of their company) who asks if the employee can text them, then requests via text that the employee go purchase gift cards, and send text message or pictures of the gift card information back to them. It’s a SCAM – TMB’s CEO and COO do not request employees to purchase gift cards. If this occurs, employees should report this to the FSO and IT Security team to take appropriate action.

In summation, best practice for IT security – when in doubt, delete emails from unknown sources and do not download any attachments and/or weblinks contained within. If they appear suspicious, report them to TMB’s security team.

TMB Internal Trainings


For the past decade or more, TMB has offered internal training to its staff in order to provide preparation towards bettering service and support to our customers. While this training was effective, senior leadership had reached a pivotal point during the first years of the BFM contract, which indicated the necessity for better training and more coursework to elevate the preparation of our staff to meet the ever changing financial support environment of NAVSEA and the customer. To meet this challenge, senior leadership established the initiative to overhaul parts of the training to make it available on a more frequent and comprehensive basis.

To that end, in November 2019, TMB management implemented the enhanced training resource library. This repository retains the prior training materials for reference, which also allows any staff member to conduct their own training within the DAU/DAWIA online certification courses. These materials and courses are referenced on the TMB Workforce Training SharePoint site, which was launched in November, as well. In addition, this site provides the members of our TMB staff and the seated subcontractors the ability to monitor the upcoming internal training classes offered monthly with our Subject Matter Experts as instructors. The training coursework provides any number of options for gaining insight and a working knowledge of the Navy Financial Management tools and skills required to perform the day-to-day functions. Coursework covers a litany of subjects covering the PPBES requirements called out for the Navy-wide BFM community. The curriculums cover topics, such as, financial planning and execution, field funding document creation, budgeting, contracts management and Excel training. Each of these courses aligns with the requirements of financial and data management TMB is required support under all our BFM related work. At the present time TMB offers roughly 14 classes, with new classes being incorporated into the training portfolio on a recommended or as needed basis. We are always looking for suggestions and ways to improve our training and welcome all ideas. We urge everyone to take advantage of this training and thank all those who have so far. What is CUI and How to Protect It

Controlled Unclassified Information (CUI) is Government created or owned information that requires safeguarding or dissemination controls consistent with applicable laws, regulations and Government wide policies.

  • CUI is not classified information. It is not corporate intellectual property unless created for or included in requirements related to a Government contract.
  • CUI designations include, but are not limited to:
    • For Official Use Only (FOUO)
    • Law Enforcement Sensitive (LES)
    • Sensitive But Unclassified (SBU)

Why is it important?

Because there are fewer controls over CUI as compared to classified information, CUI is the path of least resistance for adversaries. Loss of aggregated CUI is the one of the most significant risks to national security, directly affecting lethality of our warfighters. There are over 1 million contracts in the NISP alone with DFARS Clause 252.204-7012, “Safeguarding Covered Defense Information and Cyber Incident Reporting for the protection of DoD CUI” and over 3 million with CUI in the cleared industrial base overall.

Safeguarding For Official Use Only (FOUO) Information:

  • FOUO information should be handled in a manner that provides reasonable assurance that unauthorized persons do not gain access.
  • During working hours, reasonable steps should be taken to minimize risk of access by unauthorized personnel. After working hours, FOUO may be stored as a minimum in unlocked containers, desks or cabinets if Government or Government-contract building security is provided. If Government or Government –contract building security is not provided, it must be stored at a minimum in a locked desk, file cabinet, bookcase, locked room, or similar place.
  • FOUO documents may be destroyed by shredding or tearing into pieces and discarding the pieces in a regular trash container unless circumstances suggest a need for more careful protection.
    • While in TMB spaces, if you send an FOUO document to the copier, please ensure you pick it up promptly. If it is found unattended, it will be placed in the Shred It bin immediately.
  • FOUO documents and material may be transmitted via first class mail, parcel post, or for bulk shipments – fourth class mail.
  • Fax or email transmission of FOUO information (voice, data or facsimile) should be by encrypted communications systems whenever practical. FOUO information may be put on an Internet web site only if access to the site is limited to a specific target audience and the information is encrypted.
  • Administrative penalties may be imposed for misuse of FOUO information. Criminal penalties may be imposed depending on the actual content of the information (privacy, export control, etc.)

Security Awareness – Winter 2020


Adverse Information – Report! Report! Report!

All TMB employees have a responsibility to report adverse information which indicates that an employee’s ability to safeguard classified information may be impaired because of questionable conduct. Examples that must be reported include but are not limited to:

  • Use of narcotic or hallucinogenic drugs not prescribed by a doctor or Alcoholism
  • Dishonesty/abuse of trust or Immoral/notoriously disgraceful conduct
  • Sexual Harassment
  • Demonstrated financial irresponsibility, garnishments or bankruptcy
  • Any indication of mental illness (an illness that could cause a defect in judgment or reliability).

Reports should be based on facts NOT rumors. TMB employees with or without a security clearance should make reports concerning suspicious contacts and adverse information to the Facility Security Officer (FSO).
