2021 – Year in Review


Like 2020 before it, 2021 was a year of both challenges and success for TMB. We continued to rise to the occasion to support our Sailors and Marines while juggling childcare, other family obligations and the many smaller challenges of a remote workplace. We have also had to plan for a future Return to Office (RTO) while navigating through evolving guidance from our customers on the timing of implementing a new and flexible work schedule. We successfully met the challenges of implementing the Executive Order relative to vaccinations in a way that balanced safety in the workplace with granting exemptions where appropriate. Many of these same issues will continue to challenge us in 2022 but we can approach them from a position of confidence, knowing what has been achieved in 2020 and 2021. Our successes were many; and remind us of how blessed we are to be associated with such a high-performing organization.



We achieved the highest annual Revenue, Direct Labor, Gross Profit in TMB history. While many sectors of the economy and businesses remained under great stress, we grew and added employees and not a single person lost their job at TMB due to the Pandemic. We won our 12th prime competitive Seaport task order bringing our total since 2008 to $458M in contract value. That win supporting the Team Ships Front Office (TSFO) brought us both new skill sets and dozens of talented professionals and allowed us to make major investments in our infrastructure. We also submitted strong bids both for recompetes and new business opportunities that are within our core competencies and which we feel good about winning. We completed an extensive assessment of how we perform corporate financial management and implemented a reorganization plan that will make us more efficient and effective and provide increased value to our customers. We also continued to make changes to our staff level organizations to eliminate single points of failure and bring more resources to recruiting while promoting Diversity and Inclusion. Dan Clague our Chief Operating Officer (COO) conceptualized and executed a plan to reconfigure 100 M Street to accommodate a flexible work force and to embed the best technology tools we adopted over the past two years of remote operations. Our facilities and IT infrastructure will now be fully aligned to the flexible work force we believe will be implemented as we return to an office-based work environment in 2022.

In December 2021, I announced that we had developed and would implement a succession plan to begin in 2022 and we have made key hires and internal promotions to implement a generational change in leadership. This is a major and necessary development in the life cycle of our Company. I am confident that we will continue to build and exceed our current level of success in future years.

TMB Office Reopening


As we all know, the Coronavirus first impacted the US in January/February 2020 and TMB, along with our Navy customers, began widespread telework posture in March 2020 causing TMB to close our 100 M Street on 03/20/2020. With increased vaccination rates, TMB is working hard to reopen the office and welcome back our employees.

TMB will target Tuesday 09/07/2021 (day after Labor Day) as the date that we fully reopen the office to post-Pandemic operations. With local jurisdictions rapidly removing most/all business restrictions and NAVSEA currently moving towards 50% capacity in Washington Navy Yard (WNY), we believe this fall will be a safe and appropriate time to open the doors once again. We do recognize that the course of the Pandemic is evolving and difficult to predict and will remain flexible as conditions continue to fluctuate. TMB is also following the guidance relative to vaccination requirements as directed by the President and the Department of Defense for its employees and support contractors. We intend to fully comply with Government direction as it too evolves and matures.



The guidance for our Return to Office (RTO) will apply equally to TMB employees and subcontractor personnel working on our contracts. We will have set offices for our Chief Executive Officer (CEO), Chief Operating Officer (COO), Chief Growth Officer (CGO) and a handful of other TMB personnel while everyone else will now “hot desk.” We are establishing an online reservation system for day(s) in the office in which an employee can reserve a cubicle. Below are some adjustments we are making over the summer in preparation for the opening.

  • Design an office configuration based on maintaining the best lessons-learned from Pandemic operations and not an office configuration designed to keep people separated from each other.
  • Configure the 8th floor for maximum occupancy. If we are designing an office not based on separation, this allows more capacity for flexing the workforce.
  • Turning the four corner offices on the 8th floor into team workspaces.
  • Empty the interior supply room and convert to secure conference room.
  • Copier rooms and kitchens will be cleaned and will be fully opened.

For mask regulations in the office, please refer to the latest mask policy released by the TMB executives as policies are subject to change with minimal notice.

During our time away from the office there have been a number of changes to the Washington Navy Yard/Capitol Riverfront neighborhood. There are some new residential and office buildings as well as a hotel. Several new restaurants have opened in the neighborhood but unfortunately there were a few who had to close their doors over the past year. For the latest list of potential lunch places, go to the “eat and drink” section under “Things to Do” on the Capitol Riverfront website (https://www.capitolriverfront.org/).

Team Ships Front Office Win!


On February 18, 2021, TMB was notified that we had won the competition to provide support to the Team Ships Front Office (TSFO). Team Ships provides the U.S. Navy with a single organization that concentrates knowledge, management skills and buying power for the acquisition and modernization of non-nuclear surface ships. The Team Ships Mission is to design, acquire, modernize, and support the current and future Surface Fleet for the U.S. Navy from cradle to grave by translating warfighter requirements into combat capability. Team Ships is the combination of Program Executive Office (PEO) Ships (new construction shipbuilding) and the Surface Ship Maintenance and SEA 21 Directorate (in-service ships sustainment).



TSFO supports both PEO Ships and the Deputy Commander for Ship Maintenance and Modernization (SEA 21) in the following areas: Team Ships and SEA 21 Chiefs of Staff, Acquisition Directorate, Financial Directorate, Futures Directorate, Government Equipment Management Directorate, Industrial Assessment Directorate, Shipbuilding Industrial Base Task Force, Data and Metrics Coordinator and Wartime Readiness Coordinator. Additionally, the TSFO Corporate Operations Directorate includes Information Management, Science and Technology Management, Ship Ceremony Management, Strategic Operations Management, Workforce Operations Management and Front Office Executive Staff Support. There were six teams in total that submitted bids and ours was selected from that robust competition. The total five-year value of this contract is approximately $93M making it immediately the second largest prime contract in our portfolio. This is a major accomplishment for TMB, which will help us navigate the transition from the small business program. This contract will also provide the opportunity to bring more capabilities and synergy to the prime contract work we are already providing to PMS377, PMS 317 and PMS 326. The scope of work covers engineering, technical and professional support services in the following areas: workforce management and corporate operations; business financial management (BFM); internal controls; strategic communications, planning, and alignment; culture assessment; ship milestone ceremony management and graphics; ship program planning and sustainment; Science & Technology (S&T); external liaison support; information management, security and sustainment (IMSS); and internal controls.

Upon receiving the news, TMB Chief Executive Officer (CEO) Tom Dority said: “This is a tribute to our proposal development efforts and for all the excellent work everyone at TMB does on all contracts. Our day-to-day excellence in supporting our Sailors and Marines makes us the kind of company the Navy selects for these important engagements. It is also high praise for our incumbent partners VTG Defense (Delta Resources) and Clarke Consulting. Recompetes are always in part, a referendum on the work of the incumbent contractors and in this case, Team TMB was able to provide compelling evidence that we were the Team to lead TSFO into the future. We are humbled by the opportunity and can’t wait to get started”.

Goodbye 2020, Hello 2021!


I can’t think of anyone that wasn’t happy to say goodbye to 2020. Last year tested our resolve and caused tremendous hardships for everyone. Employees and family members contracted the virus and in some cases family members and colleagues passed due to this scourge. Despite the pain of losing a loved one, we at TMB did have a great deal to be thankful for in 2020. We were fortunate that not a single TMB employee had to be furloughed, we continued to be paid, and we added some important additions to our contract base including the PEO IWS BFM recompete and our prime contract supporting PMS 317. TMB finished the year “flat” in terms of our financial performance, achieving basically the same revenue recognition as in 2019. For all the challenges faced in 2020, maintaining the status quo financially has to be seen as an achievement. We secured our 100 M Street facility and seamlessly transitioned to a remote and dispersed workforce. We also responded to a number of procurements for work that aligns with our core competencies submitting over $180M worth of bids. We also passed the 200-employee mark in 2020. From our start as a husband-and-wife consulting firm of two back in 1997 to where we are today, is a significant milestone. We also established the position of Chief Diversity Officer in July to help shape and sustain an inclusive and equitable culture. While in many cases 2020 was a painful year, it was also one where everyone rose to the occasion to push on and support our Sailors and Marines while juggling childcare, other family obligations and the many smaller challenges of a remote workplace.



We have hit the ground running in 2021 with an ambitious set of strategic objectives. They include:

  • Protect the health of TMB employees until the Coronavirus is under control.
  • In conjunction with our customers, manage our return to a more “normal” business posture that builds on the best lessons learned from Pandemic operations.
  • Continue to provide excellence in customer support.
  • Achieve Company Financial Goals for Revenue, DL and Profit.
  • Build on the accomplishments of 2020 to continue pushing efficiency and effectiveness in all our operations.
  • Develop winning bids for recompete and new business targets. Maximize the value of our Seaport Next Gen contract while we remain a small business.
  • Partner with our new ESOP Trustee to identify and implement strategies to advance shareholder value and contribute to TMB future success.
  • Implement a Human Capital Management approach that expands traditional Human Resources functions with a foundation of diversity and inclusion.
  • Build momentum to address one of the great challenges facing our Industry – growing the next generation of professionals to do our work.

These are obviously objectives at a high level and will require more planning at a tactical level for us to be successful. As 2020 has taught us, we also have to be ready to make adjustments on the fly as factors outside our control present themselves. Based on all we accomplished during the most difficult year in memory, I am confident that working together, TMB will continue to be successful in 2021.

PEO 317 Contract Win!


On July 24, 2020, TMB received notification that we had won a prime contract to provide Business Financial Management (BFM), Integrated Logistics Support (ILS) and Strategic Planning support to the Amphibious Transport Dock (LPD 17 Class) Program Office (PMS 317). Team TMB which includes our partners ICI Services and Transformation Systems Incorporated (TSI), will provide personnel in the DC Metro area and on the Gulf Coast. This is a five-year contract worth over $10M and represents our 11th prime Seaport contract won since 2008. This contract will also allow TMB to continue supporting the LPD 17 Program which began over 15 years ago and will contribute to the continued success of TMB. Since 2004, we have provided a full range of BFM support to PMS 317 in all areas of the Department of Defense Planning, Programming, Budgeting and Execution System (PPBES) with particular focus on cost estimating, program planning and analysis, budget preparation and justification, funds execution, contract analysis and earned value and the presentation of this data in various formats.



Across our association with PMS 317, TMB has also assisted in managing configuration, procurement and delivery of Government Furnished Equipment (GFE) systems and applicable Government Furnished Information (GFI); provided general administrative support for the Ownership Team and Team 17; and provided continuing support to PMS 317 Headquarters and the Gulf Coast on-site teams on a variety of LPD 17 Ship design and Hull, Mechanical and Electrical (H,M&E) technical issues focused primarily on test planning, test conduct, and design discrepancy resolution. Special thanks go to the following TMB personnel directly involved in our current support of PMS 317. Dan Clague, when he is not running TMB operations, continues to provide senior level advice and support to PMS 317 on acquisition and ILS issues. While on active duty, Dan served as the Deputy Director, Business and Financial Management and Life Cycle Engineering and Support, LPD 17 Program Office. Jake Trybulski, who has been serving as the Financial Team Lead under the current contract and has provided acquisition and financial management support to the Program Office for over 10 years. Kobla Senaya, who has been providing financial management support to PMS 317 for three years across multiple appropriations, including RDT&E, SCN, OPN, and O&MN and Kia-Lavon Wayne who just recently joined TMB but who has made an immediate impact of our support. Congratulations to all who have made this a tremendous success for our Company!

Operating During The COVID-19 Pandemic


When our last TMB Newsletter went to print in mid-January, who among us could have foreseen where we would be a short two months later? While we may have heard of a coronavirus in January 2020, no one was yet calling it COVID-19 and it seemed far away and unrelated to our daily life. We now know how quickly everything can change. Since March 13th, when President Trump declared a National Emergency, to a week later when we closed the doors of our Headquarters, we have embarked on a great experiment.


Operating During The COVID-19 Pandemic

Every day, we are having to create workarounds to current policies and procedures as well as being asked for normally intrusive information on the health of our employees by Government agencies. In order to continue the most regular operations possible, I had to direct the suspension or modification of normal policies and procedures and establish many expedient work arounds. We had to strengthen our controls on teleworking while at the same time, suspending core hours. I am now required to report to NAVSEA on a daily basis (including Saturdays and Sundays), the number of our employees who have been tested and confirmed to have the virus, those who have been hospitalized, and those who had the virus but recovered. I am also required to report any deaths, which Thank God, has not yet been a requirement.

Throughout this entire crisis, we have continued to honor the commitment to mission that our Sailors and Marines show every day in the kind of close quarters that we are now being told to avoid. DoD contractors and the work we perform are considered essential services and our work clearly is. We adopted the DoD guidance on maximum flexibility for teleworking and abandoned the requirement for core hours knowing that many of our employees were balancing work and parenting. This has not lessened the stress of having children at home when they would normally be in school, but it helps provide the flexibility needed to work. All TMB personnel have been calling in to some level of work meeting or check-in everyday which is not only helpful for accomplishing work but keeps us in contact with one another. We have learned to use MS Teams, Skype For Business and other desktop video tools. The scary part of that is seeing how disheveled a person can become after weeks of not shaving or getting a haircut.

Now comes the real test of our resolve. Remote and disbursed work has both positives and negatives. The vast majority of people enjoy not coming to the office, but social distancing also means a greater degree of isolation than most of us are accustomed to. As a company, we regularly check on each other to combat feelings of isolation and stress. I am also acutely aware that some of our employees have had to go into the Yard for work and we have employees who have to work in building yards and cannot shield themselves at home. We have had a close relative of one of our teammates succumb to the virus and we have a spouse who is a nurse treating seriously ill people. Our problems pale in comparison. We are where we are, we must work our way through it, and continue to support the Warfighter while managing our feelings and those of our families.

From what had not even been a blip on our screens to something that touches every aspect of every day, has likely changed how we live and work forever. We need to think in new ways and approach how we work and where we work differently. This is going to require the deployment of smart and motivated people in new ways irrespective of organizational boundaries and traditional titles. What we did yesterday is not necessarily what we will do tomorrow and that continues to unfold.

The majority of this issue has been given over to life and work during the pandemic. Cute cat pictures cannot hide everyone’s realization that millions have been sickened and thousands have died. Again, we are the lucky ones.

PEO IWS BFM Recompete Win!


On January 29, 2020, TMB received notification through the SeaPort Next Generation (SeaPort-NxG) portal that we had been selected the winner of the Program Executive Office for Integrated Warfare Systems (PEO IWS) Business Financial Management (BFM) Omnibus recompete. This five-year contract is potentially worth $126M to our company and represents a tremendous win that will allow us to continue providing support to one of our longest tenured Navy customers. Under this contract, TMB and its partners provide BFM support across
the entire portfolio of PEO IWS programs both United States Navy (USN) and Foreign Military Sales (FMS). This includes the range of activities necessary to support the full range of the Planning, Programming, Budgeting, and Execution System (PPBES) as implemented in Department of Defense (DoD), Department of Navy (DON), and Naval Sea Systems Command (NAVSEA). This is a tremendously large and complex undertaking requiring over 170 full time professionals per year supporting a dozen different Major Program Managers (MPM) who share common requirements that must be tailored to unique program and product line demands. We must continue to balance a drive for efficiencies through common business practices with an understanding that one size doesn’t fit all in our support.

Thomas Dority, TMB Chief Executive Officer (CEO), commented: “We are extremely blessed to earn this opportunity to continue our work for the PEO IWS. This speaks volumes for the excellent support Team TMB has provided to PEO IWS. No matter if you have worked here for ten years or two weeks, this is a tremendous tribute to your excellence and commitment. We should all be proud of what we have achieved. As we enter our second five-year contract providing full scope PPBES support to PEO IWS, we will also focus on investing in the future. We believe that it is important to develop the next generation of financial and contract management analysts who will be ready to step in as more senior staff approach retirement. To that end, we plan to redouble our commitment to training and mentoring and in developing fully functioning analysts who are committed to their tradecraft for the long haul. The easy solution is to hire the “full-up round” who, are increasingly, hard to find. We owe it to our PEO IWS customer to ensure that they have a well-balanced workforce of senior, mid-level and junior level analysts today and for many years to come.

Daniel G. Clague Promoted to President and COO


Dan ClagueOn January 1, 2020, Daniel G. Clague was promoted to President, Chief Operating Officer with Thomas M. Dority retaining his roles as Chairman of the Board and Chief Executive Officer. These significant changes were approved by the full TMB Board of Directors and will allow us to better manage our current business portfolio while preparing for the future. Tom Dority commented: “I am neither retiring nor stepping back to a part-time role. Rather I will focus on strategic planning and the management of our transition from a small business to a mid-market firm. I will oversee and manage our Business Development activities; drive external communications with Government and Industry; and take on the role of ESOP Trustee. There will still be a lot on my plate”. Dan will run the daily operations of TMB, providing leadership and management that supports our core values. He will bring a new vitality to operations and a renewed focus on excellence. Dan is a 1983 graduate of the United States Naval Academy and has a Masters’ Degree in Management from the Naval Post Graduate School. He is also a graduate of Harvard University’s John F. Kennedy School of Government and is a Program Management Professional. Dan has 36 years of combined professional experience including 20 years Active Duty Navy experience as a Supply Corps Officer. He has been with TMB since May 2003 taking on every critical technical and management role required to support our customers and grow the business. He is the right person at the right time for this job and we are very fortunate to have him!
