TMB Receives 2024 HIRE Vets Medallion Award from the US Department of Labor

U.S. Acting Secretary of Labor Julie A. Su recognized TMB as one of the 839 recipients of the 2024 HIRE Vets Medallion Award during a virtual award ceremony presented by U.S. Department of Labor. TMB earned the gold award after applying earlier this year. The Honoring Investments in Recruiting and Employing American Military Veterans Act (HIRE Vets Act) Medallion Program is the only federal award program that recognizes employers who successfully recruit, hire, and retain veterans.

TMB joins 838 other companies from 49 states, plus the District of Columbia, who have shown a commitment to hiring veterans, but also ensuring that they have a long-term career and growth plan that uses the diverse skills they acquired through their military service. Recipients of the 2024 HIRE Vets Medallion Award meet rigorous employment and veteran integration assistance criteria, including veteran hiring and retention percentages; availability of veteran-specific resources; leadership programming for veterans; dedicated human resource efforts; pay compensation and tuition assistance programs for veterans. More than 1,600 employers have earned a HIRE Vets Medallion Award since 2019.

TMB to Support Navy’s Integrated Warfare Systems Engineering Group (SEA 05H) on Follow-on Contract

TMB is excited to announce our continued support for the Integrated Warfare Systems Engineering Group (SEA 05H) within the Naval Sea Systems Command (NAVSEA) Engineering and Logistics Directorate (SEA 05) as a team member on the recently awarded Seaport-NxG task order contract to VTG. The contract scope provides engineering services for Ships, Ship Systems, Warfare/Combat Systems, and sensors within the Warfare System, Control Systems, and Command, Control, Communications, Computers, Combat Systems, and Interoperability (C5I) Systems, and NAVSEA Enterprise Test and Evaluation (T&E) technical areas.

TMB personnel will continue to assist with engineering and quality assurance efforts for combatant ship Warfare System Certifications as part of ship deployment preparation to provide the combat capability required for US Navy missions. Tom Ryan, TMB Division General Manager, said, “TMB’s support of the warfare systems certification process is critical for deploying fully-mission-capable ships on schedule to meet Combatant Commander requirements, ready for the threat environment they will see during their deployments.”

TMB Receives SeaPort Next Generation (NXG) Prime Contract Option Award

TMB received notification that we were awarded a five-year option of its Seaport NxG Multiple Award Contract (MAC). This will allow TMB to compete for task orders to deliver support services across the Navy and Marine Corps as a prime contractor under SeaPort NxG MAC solicitations through 1/1/2029.

TMB’s Two New Division General Managers (DGMs)

TMB is pleased to announce Tom Ryan and Richard Parker as our two new Division General Managers (DGMs) which adds 73 years of Professional Support Service experience directly related to our marketplace. Richard will be our Ships Programs DGM with responsibility for support engagements which largely centers on supporting NAVSEA Shipbuilding Program Offices. He has been with TMB since 2009 and has previously served as a Program Manager, Director of Contracts and Vice President of TMB’s Management Services Division. He has also led several support efforts, including providing program management oversight and direct client support to several of TMB’s major NAVSEA customers, including PMS377, PEO IWS 2.0 and PMS415. Prior to joining TMB, Mr. Parker worked in various leadership positions at BAE Systems, BBN Technologies, Alion Science and Technology, Nortel Government Solutions and PEC Solutions.

Tom Ryan joins TMB as our Warfare Systems Programs DGM with responsibility for our Integrated Warfare Systems (IWS) portfolio. Prior to TMB, Tom served as the Program Director for the IWS Group at CACI International Inc. where he was responsible for the management of Program Executive Officer, Integrated Warfare Systems (PEO IWS) and the University Affiliated Research Center (UARC) task orders for the PEO and NAVSEA. As the Program Manager for the PEO IWS Acquisition and Integrated Logistics Services contract, he managed a $240M CACI contract providing professional services to IWS for over six years. Tom transitioned from US Navy active duty to Reserve Navy in 1997 and served in roles including Sales and Business Development for more than $700M in business, and line management of 300-employee professional service support teams for Navy acquisition programs, with responsibility for contract management, subcontractor management, financial performance, hiring and retention, team building, customer deliveries, and all other aspects of supporting Navy programs.

Ned Sheedy Joins TMB as New Chief Operating Officer (COO)

Ned Sheedy joins TMB as the Chief Operating Officer (COO) after spending the last four years with ICI Services Corporation. His responsibilities as COO will include overseeing the Division General Managers (DGMs), business development activities, and recruitment. He started at ICI in October 2017 as the Technical Director for the Systems Engineering Division coordinating program execution and business development efforts across Program Execution Office (PEO) Ships and PEO Unmanned and Small Combatants (USC). In July 2018, he was promoted to Vice President and DGM for the Systems Engineering Division leading a 120+ maritime professionals supporting the Navy. As a DGM, he led teams responsible for the performance of the company’s prime contracts supporting the LPD 17 Program Office (PMS 317); PEO USC; and Naval Surface Warfare Center Philadelphia Division (NSWC PD) Damage Control, Recoverability and Chemical/Biological Defense Branch (Code 336). Previously, Ned spent nearly 18 years at Alion Science and Technology, where he rose to Assistant Vice President and Division Manager leading the Assault Craft Division. At Alion, he also served as Task Lead to a 100-person LCAC/LCU Support team for PMS 377; Program Manager for support to PMS 385, the Strategic and Theater Sealift Program Office; and Deputy Program Manager for PMS 501, the Littoral Combat Ship (LCS) Program Office. During his tenure at Alion, he supported numerous other shipbuilding programs, including DDG 1000, Cruiser Conversion, JHSV, MLP, LPD 17 and the Ship to Shore Connector.

Leadership Changes at TMB

Tom Dority joined Tech-Marine Business (TMB) in 2008 and has been serving as the Chief Executive Officer (CEO) since 2010. TMB has experienced success across those years, however our last two Strategic Plans have listed succession planning as one of the critical tasks ahead. With that, Tom has announced that he is stepping down as CEO with Dan Clague replacing him in that capacity effective January 1, 2022. This succession plan has been briefed to, and approved by, the full TMB Board of Directors. Dan is ready, fully capable, and enthusiastic to take on the CEO role. Tom will continue to work full time as Board Chairman through June 30, 2022, at which point he will transition to a part time status in the same capacity. Between now and the end of June 2022, Tom will focus on assisting with our Return to Office (RTO); engaging with our Trustee to protect shareholder value; working ongoing business development initiatives; and being available to support Dan in the background as he implements his vision for the Company. Tom sends his most heartfelt thanks to all the extraordinary people he has had the pleasure of working with since he joined this magnificent enterprise. It has been the honor of his 40-year professional career to have had the opportunity to lead TMB.

Dan Clague assumed TMB’s Chief Executive Officer responsibilities on 1 January 2022 and is very humbled by the responsibilities the TMB Board has entrusted in him. Prior to becoming CEO, he was TMB’s President and Chief Operating Officer (COO) and in this role he oversaw the management and execution of TMB contracts as well as personnel, finance and accounting, and facilities management. Since starting with TMB in 2003, Dan has experience of increasing responsibilities beginning as a Program Manager providing support to the ACAT 1D LPD 17 Program Office’s Government Furnished Equipment (GFE) manager and the Business and Financial Manager (BFM) before providing direct executive level consulting services to major defense development, acquisition, and sustainment programs in naval shipbuilding and combat systems procurement. Before joining the Defense Industry, Dan served 26 years in the U.S. Navy starting as an enlisted sailor and retiring as a Commander.

On February 18, 2021, TMB received notification that we had won a prime contract to provide engineering and technical professional support to the Naval Sea Systems Command (NAVSEA) Team Ships Front Office (TSFO). This is a five year contract worth over $90M and represents our 12th prime task order won under the Seaport contracting process since 2008. This contract will allow TMB to expand our support further across PEO Ships joining our other prime contract engagements supporting PMS377, PMS 317 and PMS 326.

On July 24, 2020, TMB received notification that we had won a prime contract to provide Business Financial Management (BFM), Integrated Logistics Support (ILS) and Strategic Planning support to the Amphibious Transport Dock (LPD 17 Class) Program Office (PMS 317). This is a five year contract worth over $10M and represents our 11^th prime contract won under the Seaport contracting process since 2008. This contract will also allow TMB to continue supporting the LPD 17 Program which dates back to 2004 and will contribute to the continued success of our Company.

Appointment of TMB’s First Chief Diversity Officer (CDO)

Thomas Dority TMB Chief Executive Officer (CEO) statement on the appointment of Richard Parker as our first Chief Diversity Officer (CDO):

“After much reflection and discussion with individuals both inside and outside TMB, I have proposed, and the TMB Board of Directors has approved, the creation of the position of Chief Diversity Officer. This position will report directly to me and will focus on the following broad mandates:

• Help shape and sustain an inclusive and equitable culture as a member of our Executive Leadership Team.
• Develop strategies to attract and retain diverse talent including from non-traditional pathways to our Industry.
• Develop and advocate to the CEO and Board of Directors for advancement opportunities and a Senior Leadership and Executive Team that is both more diverse and therefore more effective.
• Communicate internally and externally the TMB message that we value and promote diversity as a foundational strength of the Company.
• Provide training across TMB that emphasizes the strength of our diversity to achieve more and become better human beings.
• Support TMB actions achieving our vision to establish and maintain an inclusive, fair and equitable culture.
