Description: The Junior Program Control Analyst will perform program control functions to include planning, tracking, analysis, and reporting for a CPFF contract which is moderate in size, as well as moderate in complexity. The ideal candidate will be a self-starter, working both independently and as an important member of the Contracts team. This candidate will report directly to the Director of Contracts and will work collaboratively with the Project Managers as well as other direct Contract Analysts, Contract Administrators, Accounting, and others within the Corporate Operations Team.
- Act as the Principal Liaison to the Accounting Department for billing and project planning for the contract.
- Assist with new project setups for contract modifications and exercise of option periods.
- Develop and maintain expenditure plans to include level of effort projections as well as depletion dates for current funding.
- Identify “at-risk funding” situations and notify Senior Management as required.
- Prepare, review, and maintain monthly financial deliverables for submission to the Government.
- Analyze subcontractor initial requirements and continued expenditures throughout program lifecycle. Draft Purchase Requests (PRs) in accordance with established purchasing procedures.
- Establish and administer the corporate invoice review process for their programs to include subcontractor invoice review and processing through AP.
- Submit final invoices to customers through WAWF, or other customer systems; monitor payment status and respond to invoice inquiries.
- Develop and analyze Estimates To Complete (ETC), maintain program budgets, monitor actual costs and commitments.
- Prepare program review presentations.
- Develop and maintain both revenue recognition and cost analysis compiled in the Estimates At Completion (EAC).
- Support monthly internal / external financial and program reviews.
- Provide weekly and/or monthly labor, and funding forecasts.
- Provide invoice forecasts to include unbilled reconciliation analysis.
- Other duties as assigned.
- Bachelor’s degree in Finance, Accounting or Business-related field.
- 0-4 years of experience in a Government Contracting/Finance environment.
- Must be eligible to obtain a DOD Secret security clearance.
- Outstanding verbal and written communications skills.
- Willingness to learn and ability to apply critical thinking and analysis skills to assigned tasks.
- Proficiency in Microsoft Office, with intermediate knowledge of Excel.
- Ability to work with geographically separated programs and people.
- Ability to work in a fast-paced and professional environment with tight deadlines.
- Familiarity with CAAS, GAAP, FAR, DFARs, and JTR preferred.
- Ability to work independently and collaboratively.
- Ability to interface Senior and Executive level personnel and customers.
- Familiarity with Deltek GCS Premier and Unanet accounting systems preferred.
- Ability to travel reasonable distances (up to ½ mile one-way) to meet with customers or other company personnel in the execution of job functions.
- Ability to be able to lift and carry up to 25 pounds in a backpack or messenger bag in order to carry a lap top, notebooks, papers, binders and other tools and equipment required in the execution of job functions.
