Description:

  • Support the PEO IWS 10.0 Amphibious In-Service and SCN SIPM efforts.  Provide coordination assistance to PEO IWS PARMs, Team Ships,and SPMs, and assist the PAPM/SIPM in all matters concerning the management, procurement and support of IWS warfare system elements. This will require daily coordination of technical and acquisition efforts across programs within the PEO IWS and Team Ships staffs at the Washington Navy Yard in support of improved interoperability, improved AAW self-defense and improved small boat defense.
  • The contractor will provide budget/financial support to IWS 10.0 for SCN New Construction and In-Service Amphibious Ships.  The contractor will work with SCN, OMN and RDTE appropriations.
  • Specific In-Service Modernization OMN and RDTE support tasking will include:
  • Assisting in the development of budget plans and allocations; tracking Field Activity and Contractor monthly expenditures; assisting in coordinating and developing responses to data calls from OPNAV, Resource Sponsors and PMS 470; analyzing funding requirements and assisting in the development of cost reduction strategies; coordinating PARM financial data calls; reviewing Below Threshold Reprogramming (BTR) requests, making recommendations and coordinating responses/inputs for funding issues; providing configuration management and financial analysis for POM issue papers; preparing and maintaining Task Planning Sheets (TPS) for IWS 10.0 COF support and In-Service support.
  • Specific SCN New Construction support tasking will include:  Facilitating the annual Obligation Phasing Plan (OPP) / TPS Data Call; collecting and reviewing the OPP / TPS submissions; preparing a delta analysis of FYDP funding requirements versus TPS documentation; generating and maintaining TPSs for IWS 10.0 support of SCN ships; compiling a PEO IWS FYDP funding profile for all Amphibious ships; developing a consolidated OPP/TPS package for IWS-F review and formal submission to the SHAPM; analyzing funding requirements and assisting in the development of cost reduction strategies; coordinating data calls to collect impact/risk statements resulting from CRA and/or or lack of AP funding; coordinating all financial data calls; reviewing and distributing SPD Part 2 to PARMs for signature and acceptance of funding; facilitating the recoupment of funds that are no longer required by PARMs; populating and disseminating Monthly Execution Reports, including 7300 Part 2 execution, for inclusion in SHAPM monthly report; completing and tracking Schedule B Services Execution Report and monitoring the availability of funds for Schedule B Services Tasks; tracking OPP funds status; assisting in the development of 7300/BOEs for new construction ships proposed in the FYDP.

Qualifications:

  • Bachelor of Science or Bachelor of Arts 
  • Must have a DoD SECRET Clearance
  • Navy Enterprise Resource Planning (ERP) PBFM preferred.
  • Working knowledge of AUTODOC, STARS/COBRA, PRISMS.  ERP, PBIS knowledge preferred.

Description:

  • Provide budget execution support to PEO IWS 1.0 Integrated Combat Systems for the AEGIS Weapon System’s (AWS) , Common Display System (CDS) and Common Processing System (CPS), working primarily with the RDTE appropriation while also assisting with the OPN and OMN appropriations as needed.
  • Specific tasking will include:  Preparing funding document PRs in ERP and associated ZFD Addendums and Statements of Work for DMS upload; tracking funds execution and preparing Execution Status Reports; assisting in the development of Obligation Phasing Plans (OPP) and Spend Plans; assisting in the preparation of Budget Exhibits; analyzing program requirements and assisting in the development of annual budgets. The contractor will also assist in preparing briefs and reports as needed, such as Execution Reviews, Congressional Brief updates, and Program Objective Memorandum (POM) issue updates.
  • Other potential tasking will be in support of IWS 1.0 contracts management, tracking ceiling, Contract Line Items (CLIN), Subcontract Line Items (SLIN), Accounting Classification Reference Numbers (ACRN), base fees, fixed fees, contingency pools for award and incentive fees for the IWS 1.0 contracts.

Description:

  • TMB is looking for multiple candidates to potentially staff billets on a new contract award. Salary is commensurate with years of experience and specific skill sets.   Candidates must have experience providing financial management support to major Navy ACAT-I programs and experience supporting PEO IWS programs is a major plus. Candidates shall provide assistance with Planning, Programming, Budgeting, Cost Estimating, Financial Management and Financial Execution functions including spend plan development, Budget Exhibit preparation, and financial execution tracking and reporting.  The candidate shall respond to internal and external data calls, and prepare financial execution documents as assigned.  The budget exhibits created and managed are complex and require knowledge of multiple appropriation laws and regulations.
  • Must have experience in Navy ERP. Must be highly proficient in MS Excel; Proficiency in other MS Office products (Word, Power Point, Project) is a plus. Must be capable of conducting independent work on small projects. Must have ability to collaborate with team members, multitask, and adapt to change. Must have a professional image, proactive approach and commitment to achieve individual, team and company goals are also positive attributes.
