Position:

Sr Financial Analyst

Location:

Description:

  • Support all phases of the DoD Planning Programming Budgeting and Execution (PPBE) process including assisting in the development of Program Objective Memorandum (POM)/PR briefs and issue papers, budget submissions and justification, and the execution of program funding.
  • Support development of plans and programs by assisting in budget execution to include generation of funding documents for all appropriations and maintenance of relevant financial systems including Program Resources Integrated Solution Management System (PRISMS), Standard Accounting and Reporting System (STARS), Navy Enterprise Resource Planning (ERP) and AUTODOC.
  • Interface with HQ personnel, field activities, and contractors to collect, assess, analyze, interpret and collate POM and budget data and justification to support budget submissions.
  • Assist in the preparation of budget submits for the following appropriations: OMN, WPN, OPN, SCN, RDTEN and FMS funds.
  • Assist with compiling budget requirements and justifications.
  • Provide detailed cost analysis studies such as cost benefit analysis, historical program financial and appropriation financial analyses, and review of program financial and execution efforts.
  • Review expenditure and obligation histories and conduct trend analysis for deviations/variances, provide justifications for deviations/variances and reports/information in various formats (paragraphs, spreadsheets, presentations, graphs, etc) orally or written and assist with gathering current and out year financial requirements.
  • Assist with gathering data and compiling information in response to data calls.
  • Assist with the preparation of financial presentations as directed.
  • Lead a team tracking commitments, obligations and expenditures in STARS and ERP to ensure contractors and field activities are meeting periodic targets, and developing cost-incurred reports for all funds used. 

Qualifications:

  • BA/BS Degree in Accounting, Finance or Business Management
  • Current or reinstate eligible DoD Security Clearance Secret or higher
  • Significant experience with Navy Funds Management Systems including STARS, PRISMS and ERP
  • Experience with PBFM ERP module
  • In-depth knowledge of the DoD PPBE process
  • Technical Skills: Advanced proficiency in MS Excel (familiarity with pivot tables preferred); Proficiency in MS Office products (Word, PowerPoint, Project)

Description:

Provide support to the Naval Sea Systems Command (NAVSEA) Team Submarine Program Office Support as a Senior FMS Analyst. Provide direct support to the PMS 415 Foreign Military Sales (FMS) Division through the following: assisting in the full FMS lifecycle between PMS 415 and nine foreign countries, for a total of thirty-two FMS Cases; preparing Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) Packages in Defense Security Assistance Management System (DSAMS); preparing Missile Technology Control Regime (MTCR), Foreign Disclosure Review (FDR), and Manpower Data and Travel Sheet (MDTS) and milestones and metrics; and preparing Obligation Authority Worksheets, funding documents, disbursement data, shipment documentation and 2193s.

Description:

  • Provide budget execution support to PEO IWS 1.0 Integrated Combat Systems for the AEGIS Weapon Systems (AWS) , Common Display System (CDS) and Common Processing System (CPS), working primarily with the RDTE appropriation while also assisting with the OPN and OMN appropriations as needed.
  • Specific tasking will include:  Preparing funding document PRs in ERP and associated ZFD Addendums and Statements of Work for DMS upload; tracking funds execution and preparing Execution Status Reports; assisting in the development of Obligation Phasing Plans (OPP) and Spend Plans; assisting in the preparation of Budget Exhibits; analyzing program requirements and assisting in the development of annual budgets. The contractor will also assist in preparing briefs and reports as needed, such as Execution Reviews, Congressional Brief updates, and Program Objective Memorandum (POM) issue updates.
  • Other potential tasking will be in support of IWS 1.0 contracts management, tracking ceiling, Contract Line Items (CLIN), Subcontract Line Items (SLIN), Accounting Classification Reference Numbers (ACRN), base fees, fixed fees, contingency pools for award and incentive fees for the IWS 1.0 contracts.

Description:

  • TMB is looking for multiple candidates to potentially staff billets on a new contract award. Salary is commensurate with years of experience and specific skill sets.   Candidates must have experience providing financial management support to major Navy ACAT-I programs and experience supporting PEO IWS programs is a major plus. Candidates shall provide assistance with Planning, Programming, Budgeting, Cost Estimating, Financial Management and Financial Execution functions including spend plan development, Budget Exhibit preparation, and financial execution tracking and reporting.  The candidate shall respond to internal and external data calls, and prepare financial execution documents as assigned.  The budget exhibits created and managed are complex and require knowledge of multiple appropriation laws and regulations.
